1. There is little or no law in democratic country that discourage a poor ghetto studs from mating with as many females as possible. Even though the studs will produce way more kids than what he can humanely afford. Even though that means the tax payer will have to pay for the child support.
2. In a sense those studs are alpha males too (mini alpha), due to their capability to seduce many females. However, the main reason why those studs are successful is because they don't have competitors.
3. There are many laws that discourage rich males from producing kids outside marriage. Child support laws, alimony, and palimony are all linked to a man's wealth. Rich males then think thousands of time before seducing a female, while ghetto studs do not have to think that far.
4. Rich males can have their reproductive rights revoked should they fail to pay for their child support.
5. The child support required out of a rich  male is far higher than the child support needed to support the child.
6. Poor males are not likely to be sued for child support in the first place.
7. Poor males are less likely to productively support their kids. Poor males need government help, like welfare, minimum wage, protection from working classes, public school, and various parasitic government schemes to support their kids.
8. Child support law is the amount needed to be paid to the mother of the child. Often the child itself doesn't exist. Very little checking is done by the system to ensure such obvious fraud doesn't happen. There is no law ensuring that the child support money do go to the child.
9. The side effect of child support law, arguably, the intended effect, are then to discourage rich males from being available to females. So many unmeritocratic things can go wrong when a rich male show up. Most rich male simply choose not to be promiscuous. Those who do, do so clandestinely. Those who do it provocatively get prosecuted.
10. Now we wonder why wealth don't bring happiness. It used to bring one.
